Adult Disability Homes (ADHs)

Adult Disability Homes (ADHs) provide long-term and short-term residential care for adults with disabilities.

Overview

ADHs provide long-term residential care for adults with disabilities who are neglected or whose caregivers are incapable of giving care.

Short-term respite care can also be provided for adults with disabilities whose caregivers are temporarily unable to provide care for them.

These homes aim to maximise the abilities of adults with disabilities through a host of recreational and training activities as well as the required therapies.

SG Enable provides referrals to government-funded ADHs in Singapore.


Who Can Apply

Admission of persons with disabilities into an ADH should be considered as a last resort and only when it is in their best interests. They should otherwise be encouraged and assisted to live in the community for as long as possible.

Applicants should:

  1. Be between 18 and 55 years old [1] [2]
  2. Be a Singapore Citizen or Permanent Resident [3]
  3. Have a permanent disability based on any one of the following:
    • Physical Disability – Requires assistance with at least one of the six Activities of Daily Living (ADLs) due to physical impairment
    • Moderate visual impairment or worse in the better eye
    • Moderate hearing loss or worse in the better ear
    • Intellectual Disability
    • Autism
  4. Proof of disability must be provided using the Disability Verification Form [4] completed by a relevant registered Healthcare Professional. 

  5. Applicants may not be eligible if they have one or more of the following: 
    • They have untreated infectious disease
    • They are suffering from serious psychotic disorders and/or serious behavioural problems that require them to be under close individual supervision or nursing care

 

[1] Applicants who are below age 21 will need the consent of parents or legal guardians for their application. 

[2] Applicants who are aged 21 and above with no mental capacity, will need the consent of the appointed deputy(s)/donee(s) on behalf of the applicant. 

[3] For Permanent Residents, at least one immediate family member must be a Singapore Citizen. Immediate family members refer to spouses, parents, children of the applicant, including stepparents and stepchildren. 

[4] From 8 September 2025, the Disability Verification Form (DVF) is the standardised proof of disability required to verify an individual’s disability status when applying for selected MSF disability schemes and services and other selected Government disability schemes. Applicants can check if their disability status is already verified via their Touchpoints, SupportGoWhere, or call SG Enable at 1800-8585-885. 


How To Apply

Please approach a social service professional from a Touchpoint (e.g. Social Service Agencies (SSA), hospitals etc.) for assistance in submitting an ADH application. If you are currently not receiving support from any social service or medical touchpoints, you may approach SG Enable for assistance.  

Before meeting your Touchpoints, all applicants are encouraged to check if your disability status has already been verified by logging into SupportGoWhere with your Singpass. If you do not have a verified disability status, the Touchpoint will guide you to the relevant registered healthcare professional(s) to assist with completing the DVF. 

Submission of applications to SG Enable by Social Service Professional (Online or Hardcopy) 

Step 1: 

All applicants should check if they have a verified disability status by logging into SupportGoWhere with their Singpass. If the applicant already has a verified disability status, a DVF is not required. 

Step 2: 

If the applicant does not have a verified disability status or has a new disability condition which has not been verified previously, registered Touchpoint Assessor/Admin must submit a copy of the DVF completed by a relevant registered Healthcare Professional together with the application for Adult Disability (AD) support. 

Step 3: 

Registered touchpoints’ Assessor/Admin may submit clients’ AD application and completed DVF online via CorpPass (recommended) or via hardcopy.

Upon receiving the referral, SG Enable will contact the applicant to provide information to help them make an informed decision on their choice of service.

Acceptance into the programme at the preferred home is subject to the availability of vacancies and approval of the home management.


Application Processing

SG Enable will contact the applicant within 10 working days upon receiving the completed application together with the required supporting documents from the touchpoint. SG Enable will also update the social worker who assisted in the application on the status of the application.
