In March 2024, the Ministry of Social and Family Development announced plans to add 500 places in Sheltered Workshops by 2030, up from the current 1,700.

 

Overview

Sheltered Workshops offer employment and/or vocational training to adults with disabilities who do not possess the competencies or skills for open employment.

Sheltered workshops allow participants to practice in jobs or tasks where the processes are either simple or broken down into simpler steps. Participants will gain valuable experience at the workshop, thereby improving their prospects for open employment.

SG Enable provides referral to government-aided Sheltered Workshops for adults with disabilities in Singapore, and also works with selected Sheltered Workshops to offer the Sheltered Workshop-to-Work Programme.


Who Can Apply

Applicants should:

  1. Be 18 years old and above [1] [2] [3]
  2. Be a Singapore Citizen or Permanent Resident [4]
  3. Have a permanent disability based on any one of the following:
    • Physical Disability – Requires assistance with at least one of the six Activities of Daily Living (ADLs) due to physical impairment
    • Moderate visual impairment or worse in the better eye
    • Moderate hearing loss or worse in the better ear
    • Intellectual Disability
    • Autism
  4. Proof of disability must be provided using the Disability Verification Form [5] completed by a relevant registered Healthcare Professional. 

  5. Applicants should not be suffering from any untreated infectious disease.

 

[1] Students of Government and community-funded SPED schools should be encouraged to remain in school until graduation. Parents of SPED graduands may approach their School to discuss the transition plans of the children prior to graduating from School. 

[2] Applicants who are below age 21 will need consent of parents or legal guardians for their application. 

[3] Applicants who are aged 21 and above with no mental capacity, will need the consent of the appointed deputy(s)/donee(s) on behalf of the applicant. 

[4] For Permanent Residents, at least one immediate family member must be a Singapore Citizen. Immediate family members refer to spouses, parents, children of the applicant, including stepparents and stepchildren. 

[5] From 8 September 2025, the Disability Verification Form (DVF) is the standardised proof of disability required to verify an individual’s disability status when applying for selected MSF disability schemes and services and other selected Government schemes. Applicants can check if their disability status is already verified via their Touchpoints, SupportGoWhere, or call SG Enable at 1800-8585-885. 


How To Apply

Please approach a social service professional from a Touchpoint (e.g. Social Service Agency (SSA), hospitals etc.) for assistance in submitting a Sheltered Workshop application. If you are currently not receiving support from any social service or medical touchpoints, you may approach SG Enable for assistance

Before meeting your Touchpoints, all applicants are encouraged to check if your disability status has already been verified by logging into SupportGoWhere with your Singpass. If you do not have a verified disability status, the Touchpoint will guide you to the relevant registered healthcare professionals to assist with DVF. 

Submissions of applications to SG Enable by Social Service Professional (Online or Hardcopy)

Step 1: 

All applicants should check if they have a verified disability status by logging into SupportGoWhere with their Singpass. If the applicant already has a verified disability status, a DVF is not required. 

Step 2: 

If the applicant does not have a verified disability status or has a new disability condition which has not been verified previously, registered Touchpoint Assessor/Admin must submit a copy of the DVF completed by a relevant registered Healthcare Professional together with the application for Adult Disability (AD) support.  

Step 3: 

Registered touchpoints’ Assessor/Admin may submit clients’ AD application and completed DVF online via CorpPass (recommended) or via hardcopy.

Upon receiving the referral, SG Enable will contact the applicant to provide information to help them make an informed decision on their choice of service.

Acceptance into the programme at the preferred centre is subject to the availability of vacancies and approval of the centre management.


Application Processing

SG Enable will contact the applicant within 10 working days upon receiving the completed application together with the required supporting documents from the touchpoint. SG Enable will also update the social worker who assisted in the application on the status of the application.
