Enabled Living Programme (ELP) and Home Support Programme (HSP)

The Enabled Living Programme (ELP) and Home Support Programme (HSP) empower persons with disabilities to live independently in the community for as long as possible. Both programmes are an initiative by the Ministry of Social and Family Development and SG Enable under the Enabling Masterplan 2030.


Enabled Living Programme

Overview

The Enabled Living Programme (ELP) is a community living programme that empowers adults with disabilities with low to moderate support needs to live independently for as long as possible. Sited in public rental flats, ELP helps adults with disabilities age in place by providing an ecosystem of care and social support that includes on-site services – such as daily living and social skills coaching and community engagement. By fostering community integration, ELP supports adults with disabilities to build meaningful connections, enhancing their overall well-being, autonomy, and dignity.


Who can apply for ELP

Applicants should:

  1. Be a Singapore Citizen​
  2. Be aged 35 to 64
  3. Have a permanent disability based on one or more the following:
    • Physical disability – Requires assistance with at least one of the six Activities of Daily Living (ADLs)1 due to physical impairment
    • Moderate visual impairment or worse in the better eye
    • Moderate hearing loss or worse in the better ear
    • Intellectual disability
    • Autism 

    Proof of disability must be provided using the Disability Verification Form2  completed by a relevant registered Healthcare Professional. 

  4. Not be enrolled in any government-funded adult disability hostel, adult disability residential home or day activity centres
  5. Not have any caregivers who are available or capable of caring for them
  6. Not have significant physical health, mental health or behavioural needs that are beyond what ELP can reasonably support
  7. Fulfils Housing and Development Board (HDB)’s public rental flat criteria under the Joint Singles Scheme

2From 8 September 2025, the Disability Verification Form (DVF) is the standardised proof of disability required to verify an individual’s disability status when applying for selected MSF disability schemes and services and other selected Government disability schemes. What does ELP offer?

There will be basic supervision and support services, such as coaching on living and social skills, basic home maintenance, community engagement, and referral to other agencies for additional support as needed. These services are also tailored to accommodate the varied needs of persons with different disabilities.

How to Apply

Interested and eligible individuals can indicate their interest by submitting the online Interest Form to SG Enable. The relevant Service Provider will reach out to the applicants for assessment within 10 working days. Please note that submitting this form does not guarantee enrolment into the Enabled Living Programme.

Home Support Programme (HSP)

Overview

The Home Support Programme (HSP) helps adults with disabilities living alone or with family in their own homes near the ELP pilot sites. It provides support to adults with disabilities with potential and plans to live independently in their own homes. The HSP pilot is expected to start in second half of 2026.


Eligibility Criteria:

Information on eligibility for HSP will be provided closer to the date of commencement of the pilot.
