Overview
The Car Park Label Scheme (CPLS) supports persons with mobility impairment who are medically certified and require the vehicle door to be fully opened in order to board or alight from the vehicle. The scheme provides two types of car park labels which
can be used for parking at any accessibility for in public carparks.
Eligible persons with mobility impairment may apply for:
- CPLS Class 1: For drivers who are persons with mobility impairment
- CPLS Class 2: For passengers who are persons with mobility impairment
For Drivers with Mobility Impairment (Class 1 Label)
Who can Apply
- Drivers with a valid Singapore Driving License.
- Drivers who are certified by a Singapore registered medical professionals as a person with mobility impairment and need to open the vehicle doors fully to board or alight from the vehicle.
- Each successful applicant will be issued with one non-transferable label.

For Drivers younger than 21 years old:

How to Use the Label
The Class 1 Label can only be used when registered vehicle is driven by the Driver with mobility impairment.

Display label on the left side of the windscreen.
How to Update Changes in Vehicle Number
- For existing label holders who wish to update their IU number only (no change of vehicle number), you may update your new IU numbers via e-Service or email your request to carparklabels@sgenable.sg.
Please note that there will be no issuance of a new label.
- For Change of Vehicle Number, you will be issued a new label. Please note that a 1-to-1 exchange of your existing label is mandatory.

How to Renew
Label renewal applications can be submitted for existing labels with an expiry date within 3 months.
Expired labels are invalid. Please dispose of the label properly. If you wish to renew the expired label, please ensure you meet the current criteria set under Who can Apply.

How to Use the Label
Only one label will be issued to each successful applicant. The label can only be used by the registered vehicle/s when the Passenger is ferried in the vehicle.

How to Use: Turn the time disc via the openings at the back of the label using both hands to indicate Arrival Time before displaying the label prominently on the front dashboard.
Upon parking, the Driver may take up to an hour to assist the Passenger with Mobility Impairment to alight, after which the Driver must move the vehicle to a standard parking lot. When leaving, the Driver may take up to an hour to assist the Passenger
with Mobility Impairment to board safely.
How to Update Changes in Vehicle Number

To apply for the Class 2 Social Service Agency (SSA) Label, the SSA must be registered as a NCSS Member (www.ncss.gov.sg).

If you wish to Report Misuse of Accessible Parking Lots
Carpark owners or operators are responsible for enforcement. To report misuse of accessible parking lots, please contact the relevant parking enforcement agencies:

For private carparks, please contact the respective building owners or the Management Corporation Strata Title (MCST).
Alternatives to Accessible Parking Lots
Consider using alternative spaces to board or alight safely from your safely from your vehicle, such as family parking lots and sheltered drop-off points.
You may also wish to consider engaging Taxi or Private Hire services.
Let's be gracious. Avail the accessible parking lots for those who truly need them.
Use of Invalid Labels
Issues Car Park Labels may be invalidated before their expiry dates due to:
- The demise of the label holder (i.e. Driver or Passenger with mobility impairment); or
- Labels previously declared as damaged or lost

Anyone found to misuse invalid Car Park Labels may be issued a fine by a parking enforcement agency.
